NGMN Alliance Pushes Future Focus Areas with the Launch of the Global 5G Trial & Testing Initiative, Work on 5G End-to-end Architecture and a Vehicle-to-X Task-Force

The Next Generation Mobile Networks (NGMN) Alliance announced its newly launched activities on 5G Trial & Testing, End-to-end Architecture and Vehicle-to-X. The Alliance highlights its commitment to ensure successful 5G development, testing and standardisation in the coming years.


Throughout the year, the NGMN Alliance has provided industry-wide 5G guidance based on its requirements around 5G radio access, architecture, vertical services, security and spectrum. The NGMN Board – CTOs from leading international operators – has now agreed on significant new additional work-items for the coming years and discussed those with the NGMN Partners at the Forum meeting last week:


  • 5G Trial & Testing Initiative: Definitionof proof points and testing methodologies, establishment of a globally aligned trial and testing platform for all NGMN Partners, comparison and benchmarking of technologies, identification of gaps and support of standardisation
  • End-to-end Architecture: Development of a 5G end-to-end architectural framework and ‘big picture’, derivation of architecture design guidelines and requirements, enablement of synergies between SDOs and regional alignment
  • Vehicle-to-X: Evaluation and driving of V2X technologies and business opportunities, co-operation with automotive industry stakeholders

White Paper on 5G Key Capabilities

On 11 July 2016, NGMN's Business Principles Group released a white paper on 5G key capabilities. The paper uncovers the mutual implications of technology and business drivers, highlighting the key capabilities that 5G must deliver, as well as key issues in realising the 5G vision as stipulated by the NGMN 5G White Paper. Insights are presented for the three major service categories, enhanced mobile broadband (eMBB), massive machine type communications (mMTC), and ultra-reliable and low latency communications (uRLLC).

Open Source and Standards for 5G

A Joint ITU and NGMN Alliance Workshop on “Open Source and Standards for 5G”, kindly hosted by Qualcomm, took place at Qualcomm Headquarters in San Diego, California on 25 May 2016.   


This event brought together leading experts from the standards and open-source communities to discuss topics related to the interplay between standards and open source in 5G, including issues such as legal challenges, opportunities for collaboration and modes of engagement between standards and open source communities.


The morning focused on technical issues, led by a panel of standards and open-source experts, exploring the challenges ahead and discussing the mutual value of open-source involvement.

5G Summit, NGMN and TAICS Signing Ceremony and NGMN Forum

From March 15 – March 17, 2016 NGMN organized and participated in a series of events around the topic 5G in Taipei, Taiwan.


The events kicked off with the 2016 Taipei 5G Summit on 15th March, a collaboration of the Ministry of Economic Affairs (MOEA), Ministry of Education (MOE), Chunghwa Telecom, Taiwan Association of Information and Communication Standards (TAICS). International speakers presented and discussed the global 5G status and challenges. During the 5G Summit, NGMN and TAICS signed a cooperation agreement.


In addition NGMN's Network Management & Orchestration (NWMO) project team took the opportunity to meet and continue to progress their work in describing requirements for 5G “Network Management and Orchestration”, covering fixed, mobile, cloud, and virtualized technologies from an NWMO point of view.


The NGMN Forum meeting on March 16-17, 2016 kindly hosted by Chunghwa Telecom rounded off the series of events.  It gave all Partners the opportunity to get an update on the NGMN projects.


Alongside all of the events, several of NGMN's vendor companies and research asscociates such as Intel, the Industrial Technology Research Institute (ITRI), Ericsson, Nokia, Rohde & Schwarz, National Taiwan University, and National Chiao Tung University showcased advanced products, technologies and applications to promote a better understanding of the 5G development.



NGMN Press & Industry Briefing on the Presentation of the Future Focus Areas at Mobile World Congress

During a press & industry briefing during Mobile World Congress on 23rd February 2016 at the Deutsche Telekom booth the NGMN Chairman Bruno Jacobfeuerborn, the NGMN CEO Peter Meissner and a number of NGMN Board Members presented the future focus areas of the NGMN Alliance to ensure successful 5G development and standardisation over the coming years.

The CTO's from leading international Mobile Network Operators made the announcement of three key NGMN focus areas for the coming months:

  • Eco-system building and interaction: Establishing and nurturing platforms for collaboration with representatives from vertical industries, IPR experts and other business communities;
  • Guidance to SDOs and the wider industry: Recommendation of technical requirements and performance targets as well as recommendation of enabling conditions;
  • Evaluation of test and proof of concept results: Analysis of initial, internationally proposed 5G technical solutions with regards to gaps, feasibility, consistency.

NGMN View of 5G as an End-to-End Ecosystem

NGMN sent a Liaison Statement to 3GPP on 4th December 2015.

Earlier this year, the NGMN Alliance published its 5G White Paper providing consolidated 5G operator requirements. In June, NGMN has launched a 5G-focused work-programme that will build on and further evolve the White Paper guidelines with the intention to support the standardisation and subsequent availability of 5G for 2020 and beyond. A key activity of the work-programme is the development of technical 5G requirements and end-to-end architecture design principles. The results of this activity will be delivered to all major SDOs, to the ITU and to other 5G related organisations.

NGMN has reviewed the summary of the 3GPP TSG RAN workshop on 5G. NGMN notes that the summary broadly takes into account the views of NGMN, however NGMN would like to emphasise the importance for the 5G RAN studies and SA studies to be synergetic and believes that the whole design should focus on the e2e service level requirements and goals for the whole 5G system.

NGMN Requirement Metrics and Deployment Scenarios for 5G

NGMN sent a Liaison Statement to 3GPP on 4th December 2015.

Earlier this year, the NGMN Alliance published its 5G White Paper providing consolidated 5G operator requirements. In its June Forum and Board meetings, NGMN has launched a 5G-focused work-programme that will build on and further evolve the White Paper guidelines with the intention to support the standardisation and subsequent availability of 5G for 2020 and beyond.

A key activity in the work-programme is the Requirements and Architecture (P1). The objective of P1 is to provide timely, well informed technical requirements and architectural principles to the relevant SDOs & ITU-R. P1 focuses on end-to-end system and refining and prioritising results from the NGMN 5G White Paper. Another key aspect will be the interaction with vertical industry representatives in different regions to identify and validate requirements.

The NGMN Requirements and Architecture (P1) is currently working on the mapping of some NGMN whitepaper requirements to KPIs relevant to 3GPP TSG RAN. The attached document is a summary from the ongoing NGMN P1 work, focusing mainly on key performance metrics and representative deployment scenarios. NGMN would like to point out that the work has so far mainly focussed on eMBB, and that it is still investigating requirements for new verticals and in particular mMTC and URLCC. Therefore it is anticipated that there may be further requirements/KPIs developed as that work matures.

NGMN asks 3GPP TSG RAN to consider the requirements contained in the NGMN 5G white paper and the further proposals for representative deployment scenarios and key performance metrics in the attachment as an input to the upcoming study to define the scenarios and requirements for 5G RAN. In addition, NGMN informs 3GPP TSG RAN about the intention to keep 3GPP TSG RAN updated on our future NGMN 5G work-programme and to provide further elaboration of representative deployment scenarios and requirements as they become available. The NGMN Alliance is willing to pursue further discussions to assist 3GPP in defining the scenarios and requirements, so as to maximize the ability of the new technologies defined by 3GPP to address the NGMN 5G vision.

New Spectrum to Deliver Future IMT Vision

London and Frankfurt: 21 October 2015

5G mobile systems will require access to new spectrum bands supporting much wider bandwidths than those available today if the full capabilities of the 5G vision are to be delivered.” stated Bruno Jacobfeuerborn, Chairman of the Next Generation Mobile Networks Alliance (NGMN). “Therefore a decision to initiate studies and schedule an agenda item to decide on new spectrum bands above 6 GHz at the next conference in 2019 is an important objective to be achieved at the ITU World Radiocommunication Conference 2015 (WRC-15) that convenes in Geneva next month”.

The views of NGMN on the future IMT spectrum to be discussed at WRC-15 are today published in a briefing paper titled “Future IMT spectrum goals for ITU WRC-15”.
